During IHRA's 19th international conference this month the Hungarian Civil Liberties Union (HCLU) recorded a film which poses a series of questions to Antonio Maria Costa, Executive Director of the UNODC, from a range of user representatives, harm reduction experts and drug policy advocates.
HCLU was very glad that after filming Mr. Antonio-Maria Costa being embarrassed by Dr. Frederick Polak, a Dutch psychiatrist at the Commission on Narcotic Drugs in Vienna, he accepted the invitation of the IHRA to address the international harm reduction conference. They prepared a welcome package to Mr. Costa: offered people the possibility to pose a question to him. As Mr. Paul Hunt said in his speech on Sunday, the UN drug control system seems to operate in a parallel universe: HCLU is committed to initiate a dialogue between these universes for the benefit of both worlds.
